It depends on the toy and what equipment you have. Here are some ways:

Put screw eyes in the back of the toys and run your cord through the holes

Split rings/jump rings are good in combination with screw eyes if you want them to dangle

Drill holes through the toys and add them as you would big beads

You can also make holes with hot nails/needles heated with a lighter or candle BUT THERE IS FIRE THEN so careful

Small plush often has hanging cord already sewn at the top

Attach them with clear stretch cord, especially if it's a toy you don't want to damage

It's easier to attach many toys if you do it before lacing the two ends of the cuff together.
