Can you be racist towards white people? Some of my friends say you can't and others say you can, whats y'alls opinion on it?

kind of? in my opinion you can, but not because theyre white, because they are part of some other ethnicity.. like f you made fun of them for being hispanic or something... correct me if im wrong
