You start from the lowest thickest part/ the part that doesn't have any bumps or grooves.

Let's say you're making a care bear charm. You'd start around the thickest part (the cheeks), then choose a direction to build, like you would if you were doing a kandi mask pattern. If you know how to do a mask making the actual bumps and grooves of the charm should be just fine for you. Although make sure you use elastic cord for charms or else you'll get weird gaps in it and it might be floppy. If you need a more visual representation there's actually a video showing you how to make a care bear charm and it just illustrates some important things to remeber
