why are there tw for caps? /genq

i hope i dont sound rude ir anything, can someone plzs explain?

I'm not going to bully anyone for needing it but i genuinely don't understand how someone could traverse the internet if they can't handle capital letters. Not to mention the way people tw it makes no sense since they put it after the caps? shrug Wouldn't you have read the caps at that point anyway? But whatever, I don't understand half the things people on this site do but I will follow what people need bc I'm not an asshole.
