I suppose that you have some idea like the characters, the plot and all of this if you don’t have any idea, I recommend you that look for inspiration in Chilean legends xd

In any case, I recommend that you write it in the first person.

i would start with figuring out what the characters main goal is, whether its to eliminate a specific person or just a general thing, and build off of that. I also suggest deciding their weaknesses/flaws early once since it's really easy to want to make your characters super over-powered. It's also fine if you want to project some of your own habits or thoughts into the character if you get really stuck
