How could i connect this to make a cuff

So I just spent a bazillion hours on this but I can't connect both sides to make a cuff? Help? 2.gif

thread string through the end holes and attach them, go by twos and tie them together, so like go through both on the top both sides, then through the one underneath both sides and then tie a knot, and continue on down the line or so
