How can i start a skirt ? what kind of string do u suggest?

So im going to be in this art competition and i have to make a mannequin float on a Styrofoam base and im planning on dressing it up in a kandi dress or a kandi bikini and a skirt any suggestions on the string? and how to start it?

well from my reading you want to use elastic for the waist and then fishing line for the rest but you want to make the elastic smaller than the figures hips so it conforms and stretches to fit it and then do maybe 1-3 rows of that then switch to fishing line as you expand unless your doing a pencil skirt because those are form fitting and fishing line is not form fitting its more durable but elastic changes shape and moves with it which is why you need it for the hips unless you want to try a zipper and all fishing line if you could pull that off i'd be severely impressed
