I made a normal cuff just larger, simple design (no picture) and it fits on my ankle perfectly or as an upper arm cuff. just make a cuff but measured to where you want it on your leg and I sugest start with a simple pattern (stripes, colors, etc.)

I would firstly start with measurements. Measure where you want your cuff to go. Considering I've never made a cuff like that I wouldn't know what else that needs to be done afterwards try just looking around for a pattern that could be enlarged or shrunken to best fit your measurements. If what you're trying to do is what I think your trying to do just do it like a normal cuff or do a peyote type cuff and have a corset backing where you can put it on without worrying about breaking it.Hope I at least helped you some.
