I need help with what technique I should use to make puffy sleeves

I'm making a Pearl's Homeworld outfit from Steven universe. I'm not sure how to make and attach her sleeves. I was thinking to use the x base stitch like you would with a skirt but close it up at the end. I wanted to see if anyone else had any ideas.
