In all likelihood Takire will not be answering your question.
However I pretty sure that she just made a normal elmo cuff for the main part.
Then she sealed the bottom row, either with more beads, or she just wove string through it.
Fir the top what I would do (don't know if she did or not) is to add a peyote patch to one side to make the flap, since you could just connectit on the jagged part of the peyote patch.
