I'm going to assume you mean approve, not upload. Patterns upload instantly but have to be approved before they appear on the site. It can take anywhere from hours to days. The average is 2-3 days. On some rare occasions it has taken over a week. We approve patterns by having a panel of voters vote on whether to accept or not, but not all of them vote on all patterns at the same time. This means that if a voter is undecided about a pattern and leaves it until later to vote on it, and that pattern is tied for votes, it won't be accepted or denied until someone comes along and gives it the vote it needs to break the tie.
