There should be a lock icon to the left of the url at the top of the window (this is the case for Chrome at least, which is what I use). When you click it, there will be a box that shows whether or not you’ve allowed Flash to run on the site. To turn it on, just click the box and select allow ^_^

Flash only works on PC as far as I know so I don’t think the pattern maker will work on a mobile device

You are in mobile-friendly mode, which is recommended for all devices, especially mobile devices. Turn on desktop mode.
