What should I do

Me and my bestie want to go to Ireland when we're 16 but my mom said if I go my sister who's a year older will have to go with us she has autism and freaks out if we go into a place with more than 1 person in it even with headphones and she only is in her room sleeping all day or on her devices so if I do go then we're do nothing there because of my sister what should I do??

I would suggest finding a place to stay while you are in Ireland that your sister likes that way maybe she could stay home while you and your friend go out and shop/sightsee. Make sure to take photos and bring her little snacks and/or trinkets that way your sister still feels included! Talk things out with her before planning anything and make sure she is aware of any schedule things or changes. Make sure you're still being nice and helpful with her autism but dont let it control your entire trip. My older brother has autism as well and talking things out with him like this and making him feel included in small ways is good for the both of us!
