Can someone teach me how to make kandi shorts?

I'm going to a no pants party and think they would be awesome. I've seen a few pics so I know they can be done but the pics arent that great making it really hard to tel the patter by just looking at them. Any help would be much appreciated. And no I wouldnt rather have a skirt. i've attached a few photos as examples

did anyone ever figure this out? I've got the idea but how to make it from skirt to shorts is beyond me..

I'm guessing its just like a giant cuff fits around your waist and its folded inward and stitched near the middle for the "crotch" area?
