Currently, the pattern maker on this site uses Adobe Flash. This means that you cannot use the pattern maker from mobile devices like phones and tablets until the next version of the pattern maker comes out (at the end of 2020/beginning of 2021).
If you're on a laptop or desktop computer and the pattern maker screen isn't displaying for you, that means that Flash isn't installed and/or enabled in your browser.
