30" fits a pretty small wrist. if she has tiny wrists, it will fit a little higher up on the forearm, but won't be huge. here is a pic of me wearing it: http://kandipatterns.com/images/hktutorial/finalcuff1.jpg

I made this using the tutorial, but I pulled the string too tight, and it doesn't fit. It was my first cuff ever, so I don't feel like destroying it and redoing D:
