The top white area is blank space so you can ignore it. Rows 1 - 21 should be made like a cuff. The remaining red triangle part is the flap for the wallet and should be made separately as a flat piece and then attached. Think of it like this: a cuff is basically like a wallet with two open ends so you just need to stitch up the bottom and add a flap to the top for it to become a wallet.
