Sewing, velcro, skirt and kandi

I'm working on a costume . At the moment i'm working on the skirt which will be my take on a chainmail skirt. and i've got most of the pieces done. I'm about to begin working on the actual "belt" which is where i'm in a bit of a snag. i had already decided the two big aces would be the hip pieces that would divide up the dark blue i was using for my "belt" (to make it easier for me to not use 200 metres of fishing line and curse when it gets knotted) I've got a slight problem with the skirt thought.

I have a actual black knee length skirt that was going to be the under layer that i attached the chainmail to and under that i inteded on wearing black tights so i could have leg bracers made as well. given i don't know the final heft of the project i had intended on getting industrial strength velcro and using the "belt" as well as the ace as as anchoring points for velcro. Sewing that on i can figure out when i get there, my problem is the skirt it's self. By no means am i a tiny person the skirt i've got is made out of something that streches (i think spandex or a blend. in the wash at the moment so i cant tell) My question is a two part question since i do not wish to mess anything up given this is a cosplay of my own design and only my second cosplay.

Can i sew the velcro onto the skirt without it being stretched out and still have the skirt stretch properly or do i need to be wearing it whilst i sew the velcro on? (if i must wear it is there anyway i can get the skirt to hold it's strech without me buying a manaquin because i don't have that kinda money. no someone to help with sewing)
